		<description>I agree with the sentiments in this article. The only way the government is going to reach it&#039;s ambitious targets is by implementing new measures such as on all new builds to be zero carbon by 2018 and measuring the existing building stock&#039;s emissions.

We can only, truly rectify a building&#039;s energy sins by knowing where the lie in the first place. The enforcement of EPCs and DECs in existing buildings will go along way to reducing emissions in the built environment.</description>
